$10K bail imposed on man in domestic violence case

SUPERIOR Court Associate Judge Joseph N. Camacho denied the request of Guangchao Li to be released on his own recognizance at a bail hearing on Monday afternoon.

Citing the seriousness of the charges, the judge maintained the $10,000 cash bail initially imposed by Judge Teresa Kim-Tenorio in the warrant for arrest and remanded Li to the custody of the Department of Corrections.

Li, 35, was charged by the Attorney General’s Office with assault and battery, strangulation, assault, and disturbing the peace.

Assistant Attorney General Steve Kessel said the maximum penalty for strangulation is seven years’ imprisonment; for assault and  battery, one-year imprisonment; for assault and disturbing the peace, six months’ imprisonment for each charge and a $500 fine.

Kessel opposed the initial bail modification requested by the defendant.

The court appointed Assistant Public Defender Karie Comstock to represent the defendant who told the court that he recently lost his tour guide occupation due to the pandemic.

Comstock said Li has his own place and does not stay with the alleged victim.

But Judge Camacho wanted supervision or monitoring and a third-party custodian.

Li was ordered to return to court for a preliminary hearing on Sept. 23 at 10 a.m. and for arraignment on Sept. 28 at 9 a.m.

Department of Public Safety Detective Daniel K. Kaipat, in his affidavit of probable cause, stated that the police received a cut-off call from a distressed female caller screaming for help on the telephone.

Police later learned that prior to the incident, the victim’s husband, Li, asked for help to unlock his cell phone.

The victim said she unlocked his cell phone. She and Li then started to go through his cell phone.

She said Li grabbed her right arm tightly and told her that if she had another man, he would kill her.

She told Li that she wanted to leave, but he pushed her down on the floor.

She said Li then punched her on her right shoulder, wrapped both of his hands tightly around her neck and held her to the ground.

According to the victim, she has been separated from Li for over a year now because of past incidents when he also harmed her.
