IMPERIAL Pacific International LLC, in a Sept. 8 internal memorandum to its “active and separated” employees, informed the staff about the continued delay in payroll 18 (payout: Aug. 28) and payroll 19 (payout: Sept. 11).

“IPI continues to experience financial challenges and, as a result, the payroll for [pay periods] 18-19 will be delayed until further notice. We will immediately inform all of you as soon as the circumstances dictate when the paychecks will be made available for distribution,” the memo stated.

“Again, we apologize for the inconveniences that this delay causes you. We appreciate your patience and understanding during these difficult times.”

IPI vice president Tao Xing declined to comment, but forwarded a statement from CEO Donnie Browne, who stated: “Payroll and operational funding did not come through as anticipated and IPI will miss Friday’s pay date.”

Commonwealth Casino Commission Order 2020-003 requires “IPI to maintain sufficient funds for three months payroll.” A  violation of this order may be a basis for the revocation of the exclusive casino license, the commission said.

In June, when IPI missed payroll, the U.S. Department of Labor  filed a notice in federal court stating that the casino investor violated the Fair Labor Standards Act and the previous consent judgment issued by the court.

IPI, which is facing several lawsuits, has been shut down since March due to the Covid-19 pandemic.
