Two new B&Bs to operate in Garapan

THE Saipan Zoning Board has approved the two conditional use applications of Global Corporation Phoenix Garden, which proposes to occupy two pre-existing one-story structures for a bed and breakfast establishment in a Garapan area that is zoned as village residential.

Former Rep. Ralph S. Demapan, who represented Global Corporation Phoenix Garden, said it has other B&B units in Oleai and Garapan.

“The company has been doing house rental business on Saipan for a long time,” he added.

Despite the  economic situation on the island, he said the corporation is taking a risk by expanding its business.

Those who approved the application were Tatiana Babauta, who presided over the public hearing, Joe Ayuyu Jr., Frank Aguon, Perry Inos Jr. and Kevin Guerrero.

Zoning Administrator Geralyn Dela Cruz said her office did not receive any complaints from the neighboring residents of the proposed B&B business.

She recommended the approval of the two applications with conditions including requiring the applicant to comply with the requirements from all regulatory agencies that have jurisdiction over the project; and to ensure that its operation does not generate noise, odor, light and dust that will affect the neighborhood.

The applicant must also improve its parking area and designate clearly marked parking stalls in front of its establishment.

Dela Cruz said the applicant is prohibited from taking public streets or random areas as parking space at any given time.

In addition, the applicant must keep its premises and immediate surrounding areas clean and free from trash, waste or debris.
