House adopts FY 2021 budget resolution

THE House of Representatives on Wednesday adopted a resolution that concurs with Gov. Ralph DLG Torres’ revised budget proposal for fiscal year 2021 in the amount of $82,656,813.

All the 19 members present voted to adopt House Concurrent Resolution 21-2 authored by House Ways and Means Committee Chairman Ivan Blanco. Rep. Janet Maratita was absent.

On July 1, the governor submitted a revised revenue projection in the amount of $144,415,554. Of this figure, $82,656,813 is available for government appropriation.

In FY 2020, the original revenue projection amounted to $233.2 million of which $152.9 million was for government appropriation.

Blanco’s H.C.R. 21-2 states, “The Legislature desires to approve the resources which are available for appropriation in Fiscal Year 2021 less debt service previously appropriated, and urges the governor to submit a report as soon as possible setting forth any amendments or changes to the budget, including actual revenues and expenditures to date for FY2020, any policy changes proposed since the July 1, 2020 letter submittal of the revised proposed budget, and other significant factors affecting the budget for FY 2021.”

Finance Secretary David DLG Atalig was in the gallery during the House session.

In a memorandum, he said the estimated general revenue for FY 2021 “anticipates drastic contraction in almost all revenue resources due to the lingering effects of Covid-19 on our industries.”
