Governor appoints café owner to zoning board

GOVERNOR Ralph DLG Torres on Wednesday last week appointed café owner Steve Jang to the Commonwealth Zoning Board.

The governor’s appointment was a “correction” of what the Saipan and Northern Islands Legislative Delegation believed was a mistake when Lt. Gov. Arnold I. Palacios made the appointment three weeks ago even when the governor was still in the CNMI.

When Palacios sent his letter on July 1 to the delegation nominating Jang, Gov. Ralph DLG Torres was in the Northern Islands with Robert Arrington who was promoting the CNMI on his YouTube channel, “Deer Meat for Dinner.”

Public Law 1-8 states that “the lt. governor shall act as the governor in the event that the governor is physically absent from the Commonwealth or unable to discharge his duties by reason of physical or mental disability,” the Saipan delegation brought the matter to the attention of the lieutenant governor who immediately withdrew the appointment.

The governor returned to Saipan from the Northern Islands on July 10.

In nominating Jang, the governor said he is confident that Jang will “devote his time and efforts on this important board.”

The Zoning Board still lacks three members. Its recently sworn-in members are Joe Ayuyu Jr., Perry Inos Jr. and Kevin Deleon Guerrero.

Juan Wabol and Lee Dong Kyu were nominated to the board,  but Wabol did not submit the required documents while Lee Dong Kyu is not a U.S. citizen.
