Senate confirms CDA board nominee

THE Senate on Friday unanimously confirmed the appointment of Joaquin Q. Dela Cruz to the Commonwealth Development Authority board of directors.

Sen. Francisco Cruz, chairman of the Senate Committee on Executive Appointments and Investigations, said Dela Cruz has the qualification and experience necessary to serve on the CDA board.

Dela Cruz, who was present during the session, thanked the administration and the Senate for his appointment and confirmation.

“I told them that if confirmed, I’m not going to go [to the board] as a one-man team. We have to work as a team. Now is the time that we really need to work with other agencies to find ways on how we can recover [from this economic downturn],” he said.

He noted that it would be beneficial for the board to work with agencies such as Northern Marianas College-Cooperative Research Extension and Education Service, the Garapan Public Market, and the Division of Agriculture.

“With the tourism industry that we have now, the big question is: when are the tourists coming back? So we need to find ways [to] activate our economic development, and I believe that with CDA there, we can encourage our local people to go back to fishing, go back to farming, and to produce locally,” he added.

Dela Cruz has over 40 years of professional experience in the government and the private sector, and currently serves as marketing and escrow officer at Pacific American Title Insurance & Escrow Company.

He served in a variety of different capacities — including as collector, accounting and loan assistant, loan officer, and loan manager — at CDA before retiring after two decades of service.

A public hearing was held by the Senate committee last Wednesday to discuss his qualifications and experience.
