(DPS) — On Monday, April 13, 2020, at about 12:40 p.m., a Department of Public Safety police officer was conducting routine patrol through the village of Chalan Kanoa. The officer noticed a sedan with a faulty brake light. The officer displayed his blue lights to conduct a stop.

As the officer got out of his vehicle and walked towards the sedan operator, he noticed the operator was reaching for something and moving things within the vehicle around. The officer informed the operator of the faulty taillight and asked for his driver’s license and vehicle registration. The operator was unable to provide the vehicle registration. The officer then proceeded to ask the operator if there are any weapons or drugs within the vehicle. The operator replied that there was none and instructed the officer to search the vehicle.

As soon as the officer opened the driver side door and began the search, he noticed a glass pipe under the driver’s seat with a clear Ziploc bag containing a crystal-like substance. The officer notified dispatch and another officer was dispatched to the scene.

At 1:16 p.m., an officer arrived with a narcotics identification kit and tested the contents of the Ziploc bag. The contents yielded presumptive positive for methamphetamine. At about 1:20 p.m., Victor Lawrence Hocog Aldan was arrested for the charges of illegal possession of a controlled substance. He was transferred to the Department of Corrections where he was booked and detained.

If you want to report drug activity within your village, call 911, or if you wish to remain anonymous you may call the CNMI Crime Stoppers Hotline at 234-7272. Crime Stoppers pays up to $1,000 for any information leading to an arrest.
