PATRICK Hernandez Muna was arrested by the Department of Public Safety on Sunday and was brought before Superior Court Associate Judge Kenneth L. Govendo for a bail hearing on Monday morning.

Muna, 23, is charged with multiple traffic violations, receiving stolen property, possession of a controlled substance, theft of vehicle, and eluding police officers.

The judge imposed a $25,000 cash bail on Muna who was represented by Chief Public Defender Douglas Hartig while Assistant Attorney General Erin Toolan appeared for the government.

Judge Govendo remanded the defendant to the custody of the Department of Corrections and ordered him return to court for a preliminary hearing on Feb. 18, 2020 at 1:30 p.m. and on March 9 at 9 a.m. for his arraignment.

DPS spokesman Dre Pangelinan said Muna was spotted by a police patrol in the Dollar Poker parking lot in Garapan on Sunday at 10:23 p.m.

Muna was arrested and transported to the Department of Corrections where he was booked and detained.

The firearms and ammunition stolen by Muna had not been recovered as of present time, DPS said on Monday.

“If you notice someone in recent possession of any firearm, report it. Dial 911 immediately. If you wish to remain anonymous, you may call the CNMI Crime Stoppers Hotline at 234-7272.”

According to the declaration of probable cause in support of the issuance of an arrest warrant against Muna, he was involved in three other eluding-the-police incidents.

Muna was pulled over by police for a violator stop while he was driving a reported stolen vehicle on Sept. 12, 2019. Police instructed Muna to step down from the vehicle, but instead he sped off from the scene. Muna drove recklessly as he headed to an establishment right before As Terlaje Hill before fleeing into the jungle on foot, police said.

On Sept. 22, 2019, police said Muna was involved in a hit and run, eluding, and reckless driving incident.

He was again cited for eluding and reckless driving incident on Jan. 25, 2020.
